Who do you typically work with?

Services are provided to attorneys, public agencies, and organizations seeking objective, standards-based analysis of law enforcement practices. Engagements may arise in litigation, administrative reviews, audits, or consultative contexts.

 

Do you work for plaintiffs or defense?

Engagements are accepted from either side. All opinions and recommendations are based on available evidence, accepted law enforcement standards, and professional judgment, regardless of the retaining party.

 

What is a police performance audit?

A police performance audit is a systems-level evaluation of an agency’s supervision, accountability mechanisms, investigative practices, training compliance, and performance monitoring. Unlike a review of a single incident, an audit examines whether organizational systems align with professional standards and risk-management principles.

 

What does a use-of-force review involve?

A use-of-force review typically includes an evaluation of reports, video footage, physical evidence, policies, training materials, and supervisory documentation. The analysis considers officer decision-making, tactics, proportionality, supervision, and post-incident review within the totality of the circumstances.

 

Do you provide written reports?

Yes. Written products may include preliminary reviews, formal expert reports, audit findings, or consultative memoranda, depending on the scope and purpose of the engagement.

 

Do you testify as an expert witness?

Yes. Expert witness services may include case consultation, written reports, deposition testimony, and trial testimony in matters involving law enforcement use of force, police practices, supervision, and accountability.

 

Do you evaluate controlled electronic device (CED / CEW) use?

Yes. Services include analysis related to the deployment of controlled electronic devices (also referred to as conducted electrical weapons), including policy considerations, training standards, deployment context, supervisory review, and post-deployment assessment.

 

Are medical opinions provided?

No. Analysis related to force options or equipment focuses on law enforcement policy, training, deployment context, and review practices. Medical or clinical opinions are outside the scope of services.

 

What jurisdictions do you work in?

Services are provided in California and nationwide, depending on the nature of the engagement.

 

How are fees structured?

Fees are based on the scope of work, time required, and the type of services requested. Retainers may be required for expert witness or audit engagements. Fee details are discussed prior to the start of work.
