About Riggs Advisory Group

Riggs Advisory Group provides independent analysis and consulting related to law enforcement use of force, police practices, supervision, and accountability. The work is grounded in professional standards, supervisory experience, and an objective review of evidence within the totality of the circumstances.

The focus of each engagement is clarity: helping clients understand what occurred, how decisions align with training and policy, and where strengths or deficiencies may exist in practice, supervision, or post-incident review.

Professional Background

The firm is led by a former law enforcement supervisor with decades of experience in patrol operations, supervision, training, and use-of-force review. This background includes evaluating force incidents, auditing investigative processes, developing and delivering training, and reviewing policies related to officer decision-making and accountability.

In addition to professional practice, the work is informed by academic instruction and contemporary research related to policing, organizational behavior, and use of force.

Approach / Philosophy

All opinions and recommendations are based on available evidence, accepted law enforcement standards, and professional judgment. Engagements are approached with independence and objectivity, regardless of the retaining party.

The goal is not advocacy, but accurate, defensible analysis that assists clients in understanding complex law enforcement issues.
